Jailbreak iOS 6.1.3 on iPhonoe 5, iPhone 4, iPhone 3GS, iPod Touch 4G using Redsnow for Mac and Windows.
Apple recently released the iOS 6.1.3 to fix some issues with the previous iOS  firmware versions but unknown to some users who accidentally upgraded to the iOS 6.1.3, Apple already fixed the Jailbreak loophole used by Evasi0n, so there was no way to jailbreak the iOS 6.1.3 or downgrade to an older firmware. Luckily, ( for people using A4 oriented iPhonesn and the iPhone 5), there is currently a tethered jailbreak available for the iOS 6.1.3 which is described in theis article.

Heads Up:
1. This guide can be used on only A4 oriented iDevices and the iPhone 5 which include:
  • iPhone 5
  • iPhone 4
  • iPhone 3GS
  • iPod Touch 4G
2. If you are currently using an older iOS version, do not upgrade to the iOS 6.1.3 because you will not be able to downgrade back to an earlier version if you need to, besides there is no untethered jailbreak available for the iOS 6.1.3, and upgrading to it would override any untethered jailbreak you currently have.
3. For iDevices unlocked with ultrasnow, do not upgrade to the iOS 6.1.3 because there is no known unlock method.
4. It is is advisable to read through this guide first before starting out to implement the steps involved.
iOS 6.1.3 Jailbreak Procedure
Step 1: Download the Redsn0w software for your operating system using the download links below:
Step 2: Download the iOS 6.0 IPSW for your device. This is not a typo, you must use the iOS 6.0 IPSW.
Step 3: Close iTunes and any other iPhone softwares running on your PC, turn off your iPhone or iDevice, then connect your iPhone to your computer via a USB cable.
Step 4: Extract the contents of the zip file you downloaded earlier, then from it, launch Redsnow. (Note: People using Windows 7 and Windows XP should run the software as administrator, that is, right click on the Redsnow app, then select run as administrator).
Step 5: When Redsnow is open, click on Extras.
 
Step 6: Go to Select IPSW (manually select an IPSW), browse to the iOS 6.0 IPSW which you downloaded from step 2. (Note again that you must use iOS 6.0)
Step 7: Next, go back to the Redsnow homepage, then click on Jailbreak. It would open up a small box which says preparing jailbreak data… patching kernel..
Step 8: After this is done, the next screen would require yoou to select your options for the Jailbreak. Only check Install Cydia, the other options should remain unchecked. Click Next.
