Windows Error 1114 – Dynamic Library Initialization Routine Failed
The error 1114 is an internet related error. If you cannot connect to the internet and you are getting the error 1114 message then read on.
Before I go into the procedure of fixing this problem, look through the checklist below to help you in your troubleshooting:
- Did you make any change or update to your computer before the error started showing up? Can you try undoing that change to see if it fixes it?
- Are you using Internet Explorer? Try updating to the latest version.
- If you ar using internet explorer, try a different browser to see if it works.
Fixing The Windows Error 1114 – 3 Methods
Fix 1
- Click Start, type services.msc in the search box and press enter. You can also open the Services module by typing services.msc in Run.
- In the list of services, scroll down to Diagnostic Policy Service, right click on it and then choose Properties.
- From the Startup type dropdown selection, choose Automatic.
- If the Start button is active, click on it and then click Apply. If the Start button is not active, click Stop then click Start, then click Apply. Click Ok.
- Restart your system for this to take effect.
Fix 2: Find And Fix Errors
The System File Checker tool SFC.exe was designed to automatically find and fix errors in your Windows operating system. To use this tool, follow the guide below:
- Run Command Prompt as Administrator.
- To do this on Windows 8, point your mouse to the bottom-right edge of the screen, then click Search. In the search box, type Command Prompt. Right click on the first result (“Command Prompt”) then choose Run as Administrator.
- To do this on Windows 7, click the Start icon on the bottom-left edge of the screen, type ‘Command Prompt’ in the search box, right click on it (the result with the black icon), then choose Run as administrator. If permission is requested, click Allow.
- Inside the command prompt window, type sfc /scannow then press the enter key.
- Wait for the process to complete to 100%
- After it is done, it would show one of the following results:
- Windows Resource Protection did not find any integrity violations: This means that you do not have any missing or corrupted system files.
- Windows Resource Protection found corrupt files and successfully repaired them. Details are included in the CBS.Log %WinDir%\Logs\CBS\CBS.log
- Windows Resource Protection found corrupt files but was unable to fix some of them. Details are included in the CBS.Log %WinDir%\Logs\CBS\CBS.log
- Windows Resource Protection could not perform the requested operation: To resolve this problem, perform the System File Checker scan in safe mode, and make sure that the PendingDeletes and PendingRenames folders exist in C:\Windows\winsxs\Temp.

Last Resort: Go Back In Time
You can restore your system to an earlier time, a time before you think you made a change that caused the problem. To use the System Restore functionality:
- On Windows 7, click on the Start button, then point your mouse on All Programs to expand it.
- Click on Accessories, then select the System Tools folder.
- Click System Restore.
- On Windows 8, point your mouse to the bottom-right corner of the screen, click Search, then type System Restore in the search box.
- Follow the pop-up guide box to restore your system to an earlier time. You would see a list of backups made and the time they were saved. Study the time and dates carefully to decide what time you would like your system to travel back to.
